An EC fan not responding to its control signal is usually installed correctly enough to run and not correctly enough to obey.
So work through supply, signal, configuration and screening in that order. The fault is nearly always in one of those four.
Check that the fan has correct mains and a solid earth, then measure the control signal at the fan terminals rather than at the controller. Confirm polarity, the input type selected on the fan, and the minimum speed setting. Finally check the screen is earthed at one end only, since a double-earthed screen causes erratic behaviour.
Step 1: prove the basics
An EC fan not responding, yet running at full speed, is often behaving exactly as somebody configured it.
- Confirm mains voltage and phase match the fan rating.
- Check the protective earth, since EC drives rely on it for filtering.
- Look for a fault code or status LED on the fan.
- Confirm the fan is not in a locked failsafe state after an earlier fault.
- Check whether an enable input or link is required and present.
- Finally, note the current speed, because it often reveals the configured default.
A fan sitting exactly at maximum or at a fixed mid speed is telling you it has fallen back to a default rather than failed.
Step 2: measure at the fan, not the controller
Measuring at the controller proves nothing about what arrives at the terminals.
Put a meter across the control pair at the fan and sweep the controller output. You should see the voltage change smoothly. Meanwhile check polarity, because a reversed pair usually reads as zero and leaves the fan on its default.
Disconnect the building controller and use a 10 kΩ potentiometer or a signal generator. If the fan responds properly, the problem sits upstream rather than in the fan.
Step 3: check the configuration
- Confirm the input type selected matches what you are sending, whether analogue, PWM or bus.
- Check the minimum speed setting, since a high minimum masks small signal changes.
- Check the maximum speed limit, because a low limit flattens the top of the range.
- Look at the control curve, as some fans invert or scale the input.
- Verify the failsafe setting and whether the fan is currently in it.
- Finally, on Modbus, confirm the address, baud rate and parity all match.

Step 4: look for interference
An EC fan not responding smoothly, rather than not at all, usually has a noise problem.
Check that screened cable was used, and that the screen is earthed at one end only. A screen earthed at both ends creates a current loop, which shows up as speed drifting or hunting. Meanwhile a control cable run alongside a mains cable picks up enough noise to move an analogue input noticeably.

When an EC fan not responding really has failed
Occasionally the electronics really have failed, and a few signs point that way.
A fan that responds to a signal generator but not to a proven controller output is not at fault. One that ignores a clean, correctly polarised signal at the terminals, with the right input type selected and no fault flag, probably is.

Why does my EC fan run at full speed with no signal?
That is a configured failsafe on many models, chosen so ventilation continues when a controller fails. Check the parameter rather than assuming the fan has failed.
Can I test an EC fan without a controller?
Yes. A 10 kΩ potentiometer wired to the fan internal supply gives full manual control, which is the quickest way to separate fan faults from system faults.
Does cable length affect 0-10V control?
It can. Long runs pick up noise and can drop voltage slightly. Use screened twisted pair, keep runs short and earth the screen at one end only.
The fan responds but airflow is wrong. What now?
That is a system problem rather than a control problem. Measure static pressure and compare airflow against the curve, since restriction changes what a given speed delivers.
