Free-trade agreements change the picture: fans of Chinese origin get no preference in the US/EU, but products assembled with sufficient transformation in ASEAN or Mexico may. Ask for the certificate of origin early.

Frequently Asked Questions

What is landed cost?
The total cost to get a product to your warehouse: purchase price plus freight, insurance, duties and tariffs, taxes (if not recoverable), port and brokerage fees and inland delivery. Divided by the quantity it gives the landed cost per unit — the figure to use for pricing and supplier comparison.
What is the import duty on fans from China?
Most fans fall under HS 8414.51 (small fans ≤ 125 W) or 8414.59 (other fans). MFN duty is 2.3–4.7 % in the US, 2.3 % in the EU, 2 % in the UK, free in Canada, 5 % in Australia, 7.5–20 % in India and 14–18 % in Brazil. US imports of Chinese origin add Section 301 tariffs (25 % for these codes) and any tariffs in force at the time.
Is duty calculated on FOB or CIF value?
The US, Canada and Australia assess duty on the FOB transaction value (freight excluded). The EU, UK, India, Brazil, Mexico and most other countries use CIF (goods + freight + insurance). VAT/GST is then charged on customs value + duty (+ some local charges).
Can I recover the VAT on imports?
VAT-registered businesses in the EU, UK, Australia, India and similar systems recover import VAT/GST on their return, so it is a cash-flow item rather than a cost. The US has no import VAT; state sales tax applies at resale. Brazil's ICMS/PIS/COFINS are partly creditable depending on the regime.
How do I reduce landed cost?
In order of impact: fill the container (freight per unit), confirm the correct HS code (a wrong code can double duty), buy FOB rather than EXW only if your forwarder is cheaper at origin, consolidate entries (brokerage is per entry), and ask the supplier for pallet-free packing designed to the container module.
